Role Purpose

Education

The aim of our English Programmes work is to support the improvement of English language teaching and learning in formal and non-formal education systems. English Programmes has the following impact areas and global programmes:

  • Teaching English – our global online engagement with teachers and teacher educators
  • English in Education – in formal education systems where English is taught as a subject or is a medium of education
  • English for Empowerment – formal and non-formal education providing access to girls’, other marginalised communities or displaced people with access to education.

It delivers these programmes in country through policy advice, research and insight, and the delivery of grant, co-funded and commercial contracts and programmes in 50+ countries in collaboration with UK and international partners, ministries of education, education and donor agencies.

The Purpose Of This Specific Role Is To

  • lead the English Programmes portfolio of contracts and programmes in Bangladesh, providing technical sector expertise
  • oversee business development and quality, compliant delivery of programmes and contracts to improve standards of the teaching, learning and assessment of English.
  • share knowledge, expertise and best practice from the country with the regional and global English Programmes teams and externally

The role will also spend up to 50% of their time working on regional projects with a specific focus on ensuring that ‘Teaching English’ (global online engagement with teachers and teacher educators) has maximum impact in South Asia.

Main Accountabilities

Leadership and management

  • Lead, mentor and manage the English Programmes team, familiarising them with English Programmes strategy, policy and practice.
  • Directly line manage specific posts, as appropriate.
  • Ensure British Council performance management, mandatory training, HR, and equality, diversity and inclusion standards and procedures are adhered to and applied consistently.
  • Develop and implement strategic staffing plans to meet current and future business needs.
  • Advise and support project teams on funder guidelines, policies, procedures and contractual obligations, particularly on reporting, procurement, matching funds, spending rate and visibility requirements to ensure compliance.
  • Lead ‘Teaching English’ across the region to meet and exceed challenging teacher and stakeholder impact objectives.

Relationship and stakeholder management

  • Proactively build and maintain relationships with specific stakeholders in the UK and local ELT and education sectors and develop professional networks.

Business development

  • Build relationships with strategic clients/partners in Bangladesh
  • Use insights to understand current and prospective business development opportunities for the British Council.
  • Own the English pipeline for Bangladesh, ensuring high quality pipeline data and documentation to the Partnerships and Contract Approvals Board.
  • Lead the development of bids, proposals and business cases in country.
  • Lead and/or ensure appropriate assessment, technical and commercial quality assurance and evaluation procedures for programmes and tender submissions in country.
  • Provide direction and support on contract negotiations and delivery on individual contracts.
  • Ensure internal and client compliance including legal finance, procurement, contract management and reporting
  • Contribute to the development of internal and external communications materials to highlight impact and support positioning for new opportunities.

Brand and market positioning

  • Design and manage the production of marketing/communications collateral with attention to brand standards.

Sector/subject expertise

  • Ensure evidence-based principles of ELT are embedded into project design and development of project-related content and resources.
  • Contribute to English Programmes priorities (including English language teacher education, Language for Resilience, English for Empowerment) through involvement in relevant research projects, conference presentations and publications.
  • Contribute to the academic visibility of the British Council through research and the publication of papers and articles.
  • Contribute to the development of a bank of English Programmes data for the region, including trends in the field of English in education systems and data on competitor and partner landscapes. Participate in the insight analysis process associated with this and make recommendations from this which informs and supports discussion on country strategy.
  • Use ELT sector expertise to represent the British Council’s perspective and demonstrate the UK’s thought leadership in relevant external forums.
  • Work with the ‘Teaching English’ global teams to advise on the development and management of programming, ensuring quality, cost effectiveness and alignment.

Commercial and/or financial management

  • Produce business performance reports, including income, cost management, results and impact of portfolio.
  • Manage the Income and Expenditure accounts for programmes/individual projects and contribute to business planning exercises.

Programme management

  • Design and support robust monitoring and evaluation plans for English Programmes projects, working in collaboration with internal and external evaluation advisors and drawing upon their expertise.
  • Undertake monitoring reviews of contracts and programmes in the portfolio to check for delivery against targets. Escalate to senior management where delivery issues are arising. In partnership with delivery teams, develop strategic responses to any perceived or actual failings identified.
  • Quality assure reporting and support dissemination of findings.
  • Identify and contribute to the development of reusable intellectual assets and sector specific ‘products’ arising from delivery.
  • Ensure that lesson learning is captured and used to inform future programming.
  • Assume role of Project Director/Manager as required for specific English Programmes projects. This may include planning and managing:
    • teacher education projects for English language teachers at primary, secondary or tertiary levels, including online
    • teacher education content development projects.
Product development

  • Develop and implement strategy for teacher education content.
  • Design teacher development programmes using our organisational Teaching for Success approach and standards.
  • Advise teams on ways to incorporate English Programmes content into appropriate models of delivery.
  • Apply an evidence-based approach to the design and implementation of English Programmes activity, appropriate to the local context.

Ensure the mainstreaming of equality, diversity and inclusion (EDI) and use of relevant EDI planning tools.

Minimum/Essential Requirement

  • Experience of managing teacher education projects
  • Experience of delivering externally funded projects or programmes
  • Direct experience of client funded contract pursuit
  • Experience of overseeing monitoring, evaluation and learning (MEL) within projects and incorporating lessons learned from MEL into programmes and strategy

Experience of engaging with diverse stakeholders including multilateral agencies, donors, government officials, academics

Desirable Requirement

  • Experience of managing teacher education projects for English language teachers
  • Experience of managing online teacher education projects
  • Experience of contributing to research projects, conference presentations and publications in the field of English language teaching

Experience of leading on quality assurance of teacher education projects
